From what I saw, having played Hatred, Hatred is something beyond the shock value, the gameplay, physics, realisation It's a well rounded product.
I agree it shouldn't have been banned, but unlike Hatred, I highly doubt this was a product made for being something else than a controversial title, and I think that's the main reason why it was banned.
Active Shooter was far from being a competent enough product beyond the mass killing purpose to benefit the same treatment, that's all.
